Think such places don’t exist? Think again! The people of Charles County enjoy this kind of “Best of Both Worlds” lifestyle every day. The county is home to quiet small towns such as La Plata, where tree-lined streets link apartments, shops and offices. There are also fashionable suburbs such as Waldorf and St. Charles that have comfortable homes, bustling office parks and shopping centers, good schools and safe streets.</p>
<p>This is a community rich in character. The county is steeped in more than 350 years of history with native sons as diverse as Thomas Stone, one of the signers of the Declaration of Independence, and Joel and Benji Madden, the founders of the rock band Good Charlotte. 			<content:encoded><![CDATA[<p>The Charles County Planning Commission is holding the record open until March 12 on a proposal by St. John Properties LLC to amend some conditions of the master plan for the proposed Waldorf Crossing mixed-use development that will span both sides of U.S. 301 in northern Waldorf near the Prince George&#8217;s County line.</p>
<p>The planning commission decided to keep the record open for 45 days after a public hearing held last month at which only a few people spoke to allow residents sufficient time to send in comments regarding the proposed amendments to the master plan. Waldorf Crossing will include residential, retail and office uses on 140 acres that will span both sides of U.S. 301. The land is in the transit-oriented development zone, adopted by the Charles County commissioners in 2004, that allows a dense mix of high-rise apartments, condominiums and office buildings.</p>
<p>The TOD zone was created to allow high density development to encourage walking, bicycling and the use of mass transit.</p>
<p>The few residents who spoke at the Jan. 26 hearing mainly shared a concern about the amount of traffic the proposed project would generate, particularly along Mattawoman Beantown Road near the Pinefield subdivision.</p>
<p>A few other people spoke in favor of the proposal, saying such dense development should remain in the county&#8217;s urban core that includes Waldorf and White Plains.</p>
<p>The proposed changes to the master plan include the developer — who is working with Francis H. Chaney II, chairman of the board of Chaney Enterprises in Waldorf — dropping plans to build 123 single-family homes and reducing the number of townhouses from 129 to 88 units, according to county planners. In addition, the developer wants to increase the number of apartment and condominium units from 546 to 698.</p>
<p>Other proposed changes include reducing the minimum square footage for townhouses in Waldorf Crossing from 2,000 to 1,650 square feet.</p>
<p>Once the record closes on the proposal, the planning commission will hold a work session and forward a recommendation on whether to approve the master plan amendments to the county commissioners.</p>
<p>The commissioners will hold a public hearing and a work session before rendering a decision.</p>

			<content:encoded><![CDATA[<p><img class="alignright" src="http://teambenyaland.files.wordpress.com/2008/09/hilton1_2.jpg?w=370&#038;h=150" alt="" width="370" height="150" /> Hilton is coming to Waldorf!  No, not the whining airheaded blond bimbo with more money than sense, but the Hilton Hotel Chain has plans to build their first hotel in <a href="http://www.teambenya.com/charles_county_real_estat/2008/01/charles-county.html">Charles County</a>.  Specifically, they&#8217;re planning on settling in <a href="http://www.teambenya.com/charles_county_real_estat/waldorf/index.html">Waldorf, Maryland</a>, near the St. Charles Town Center Mall.</p>
<p>The land was purchased for $1.95 Million Dollars, and Hilton plans on building a 130 room Hilton on the location.  Apparently they like the fact that the location has close proximity to the mall and &#8220;O&#8217;Donnell Lake&#8221;<em>(When I was a kid &#8220;O&#8217;Donnell Lake&#8221; was known as &#8220;that drainage pond behind the movie theatre&#8221;)</em>.</p>
<p>Donna Dudley, Charles County&#8217;s tourism director said &#8220;It&#8217;s very well located with the theater, the mall and the office building right there. It will be very convenient for business and leisure travelers.&#8221;</p>
<p><a href="http://teambenyaland.files.wordpress.com/2008/09/hilton2.jpg"><img class="alignright size-full wp-image-43" title="hilton2" src="http://teambenyaland.files.wordpress.com/2008/09/hilton2.jpg?w=350&#038;h=235" alt="" width="350" height="235" /></a> This is very good news!  Charles County does not have any sort of high end hotel currently, and this does provide more selection for travelers.  While this hotel is slated to open in 2009, it&#8217;s competition is well into the construction phase.</p>
<p>Marriott is in the process of building a Courtyard Hotel on the parcel of land adjacent to Best Buy and immediately behind the Long and Foster Building on Rt. 301.  Both hotels will be competing for travelers looking for a more comfortable stay in the area.</p>
<p>As a side note, American Community Properties Trust(ACPT), sold the land to Hilton and is also building a 2 story office building next door to it.  ACPT is the same group that brought us the St. Charles planned development back in the 1960&#8242;s.</p>

<p>The doors will open at 6 p.m.; come early and sign up to speak. The Sierra Club and more than 20 other environmental organizations are reasonably asking that there be a full environmental impact statement completed before permitting decisions are made.</p>
<p>There is a clear need for an EIS for this new 6.5-mile, four-lane highway proposed in the watershed of the valuable and vulnerable Mattawoman Creek. The proposed highway is a fully county-funded road that would impact over seven acres of wetlands directly and still more wetlands indirectly. Probably because no state or federal funds are involved, an EIS is not a given. Instead the U.S. Army Corps of Engineers is preparing an environmental assessment which will provide the basis for either requiring an EIS or issuing a finding of no significant impact which would allow the permit to be issued.</p>
<p>It would be good if we could see this hearing as an opportunity for a re-evaluation of the county’s direction.</p>
<p>Do the citizens want to speed up massive car-dependent sprawl development, or would we like to switch our model to smart growth, transit-oriented development around transit stations connected by light rail to the Branch Avenue Metro? Would we like to speed up the loss of our forests and wetlands even though we now better understand that they help us locally fight climate change and create a more pleasant mini-climate, or would we like to pause and try to better understand the real value of Mattawoman Creek for present and future generations?</p>
<p>And then there is the cost, the cost of the highway and the cost of providing services for all the growth it would spur. It would be a grave mistake to keep speeding in the direction we have been unfortunately traveling for decades.</p>
<p>Let’s get it right by demanding an EIS. We don’t have to go over the cliff. We have a choice.</p>
